Two found guilty of unlawful act relating to use of an identification card in Ford County

DODGE CITY – (August 1, 2019) – Two individuals have been found guilty of an unlawful act relating to the use of an identification card in Ford County, Kansas Attorney General Derek Schmidt said.

Miguel Sam Morales, 41, pleaded no contest this week in Ford County District Court to one felony count of an unlawful act relating to the use of an identification card. The case stemmed from an investigation by the Office of Special Investigations of the Kansas Department of Revenue, which revealed that in July 2018 Morales applied for a photo identification card using anther Dodge City man’s name. 

Luvia Manzanarez-Pacheco, 30, pleaded no contest this week in Ford County District Court to one felony count of an unlawful act relating to the use of an identification card. The case stemmed from an investigation by the Office of Special Investigations of the Kansas Department of Revenue, which revealed that in February Manzanarez-Pacheco applied for a photo identification card using a false name. 

These are the 12th and 13th convictions resulting from an agreement announced in March 2018 between the attorney general’s office and the Department of Revenue. Under the agreement, the attorney general’s office, in cooperation with local prosecutors, assumed responsibility for the prosecution of cases of tax fraud and related crimes investigated by the Department of Revenue in efforts to strengthen the state’s enforcement efforts for these types of crimes.

District Magistrate Judge Philip Moore took both pleas. Sentencing is yet to be scheduled in either case.

The cases are being prosecuted by Assistant Attorney General Jon Noble of Schmidt’s office.
