Liberal, KS (westernkansasnews.com) There is both good and bad news when it comes to two important statistics in Seward County.  The county had the 14th best rating out of 105 counties in youth tobacco use, but was 99th in teen pregnancies.  Kansas Secretary of Children and Family Services Phyllis Gilmore believes everyone needs to get involved in stopping this disturbing trend.

Gilmore thinks the problem requires a local solution, not one from state officials in Topeka.
