Manuel was born in Lubbock, Texas and moved to Garden City with his family when he was ten. He attended Garden City schools and graduated from Lakin High School. Most recently he resided in Wichita. He was a talented bricklayer and cement craftsman, having worked construction most of his life. Growing up he excelled in wrestling, basketball and football. Hobbies included, watching football, listening to The Eagles, reading western novels, and playing the guitar. He loved his family.

He was preceded in death by: His father-Pete Riojas Sr. and two siblings-Dora Ann Riojas & Joey Riojas.
