Devin born and raised in Garden City. He was a freshman at Garden City Senior High School and learning to drive. Hobbies included playing x-box and football with his friends. He was always very patient and kind to his younger siblings. His family, girlfriend Anna Hernandez, and many friends will miss him.  

He was preceded in death by his sister-Khloe Rios-Beltran, grandmother-Dorothy Rios, great-grandfather Bart Rojas, and cousin-Gilbert Rojas Jr.
