HUTCHINSON, KAN. — APAC Shears has been awarded the National Asphalt Pavement Association’s (NAPA) Larry H. Lemon Quality in Construction Award for a mill and overlay project on U.S. 160 in Meade and Clark counties in southwest Kansas.
