Estes: Marijuana Bill Not What It Seems
Dodge City, KS (westernkansasnews.com) A softening of the punishments for possessing marijuana passed the Kansas House Thursday and moves on to the Senate. State Representative Bud Estes of Dodge City says he and his colleagues believe those who smoke pot deserve a little latitude.
Instead of a felony after a second offense possession would still be a misdemeanor. Still for Estes this is not an outright endorsement of using marijuana recreationally.
There is a medical component to this bill. Estes explains.
Estes heard testimony from parents that moved to Colorado for this reason.
There would be restrictions on who could produce hemp oil and distributors could not send the substance out of state.
