Fatalities Remain Concern Despite Rise in Seat Belt Use

(westernkansasnews.com) Twelve years ago only 61 percent of Kansas drivers were wearing their seatbelts. KDOT released new numbers yesterday that the state reached an all-time high 86 percent seat belt usage. Still with all the good news KDOT spokesman Kirk Hutchinson says we are having a hard time reducing fatalities.
The question is why?
Hutchinson believes all drivers need to be flexible at responding to changing elements even if they drive the same road everyday.
