Fatalities Remain Concern Despite Rise in Seat Belt Use
(westernkansasnews.com) Twelve years ago only 61 percent of Kansas drivers were wearing their seatbelts. The question is why?
Hutchinson believes all drivers need to be flexible at responding to changing elements even if they drive the same road everyday.
